Ukraine: Call for Experts
The Culture and Creativity Programme of the Eastern Partnership is looking for one senior and 1 junior experienced short-term experts to conduct a Functional Review of Ukraine’s Ministry of Culture.
European Union-Eastern Partnership Culture Programme 2015-2018 aims at further strengthening cultural policies, particularly the Cultural and Creative Sectors, and to strengthen the capacities of the culture sector and the culture operators in the EaP countries.
The Programme is administered by a consortium led by the British Council with its partners: The Soros Foundation-Moldova, The National Centre for Culture of Poland, and the Goethe-Institut. A Technical Advisory Team based in Kyiv runs the day-to-day management of the Programme with a team of six Country Coordinators.
In addition the operational conclusions of the EU-Ukraine Sub-Committee on Economic and Other Sector Cooperation - Cluster 4 meeting in Brussels, on 3rd June 2016 considered that the Commission would look at opportunities for providing technical assistance to support the capacity-building of Ukraine's Ministry of Culture.
Convergence in the sphere of the culture and creative industries sector is problematic in Ukraine, where the Ministry of Culture’s current remit and responsibility differs from their counterparts in Europe. To some extent the Ministry of Culture’s structure retains elements from Soviet times, and has not undergone fundamental review in the last 25 years. The government, parliament, private sector and civil society all recognise a need for reform.
A functional diagnostic of the Ministry by the European experts could contribute greatly to support the capacity-building of the Ministry of Culture of Ukraine in order to strengthen the analytical potential of the Ministry, and its partners to face new challenges, and to suggest how to make it more flexible and capable of facing new challenges in meeting the needs of the society.
